SUBJECT MATTER OF THE CASE

The present application concerns the continuous imposition of the “dangerous detainee” regime with regard to the applicant for the period subsequent to the Court’s decision in his previous case Orlowski v. Poland ((dec.) no. 60537/15, 18 June 2019). It thus raises an issue under Article 3 of the Convention from 19 June 2019 and ongoing.

QUESTION TO THE PARTIES

Having regard to the cumulative effect of the “dangerous detainee” regime, to which the applicant continues to be subjected since the Court’s decision in his previous case ( Orlowski v. Poland (dec.) no. 60537/15, 18 June 2019), has he been subjected to treatment contrary to Article 3 of the Convention (see, Piechowicz v. Poland , no. 20071/07, 17 April 2012)?
