QUESTION TO THE PARTIES

Was the applicant subjected to inhuman and degrading treatment, in breach of Article 3 of the Convention, on account of the material conditions of his detention, in particular overcrowding, in TimiÅŸoara Prison and in Jilava Prison Hospital?

The Government are invited to submit information concerning the material conditions of the applicant ’ s detention in Timişoara Prison and in Jilava Prison Hospital , specifically with regard to the applicant ’ s allegations of lack of sufficient beds, small cells and the fact that he was forced to share his cell with up to forty other detainees.
