STATEMENT OF FACTS
The applicant, Mr Ion Zestrea , is a Mol dovan national, who was born in 1974 and is detained in Soroca .
The facts of the case, as submitted by the applicant, may be summarised as follows.
On 4 July 2011 the applicant was found guilty for having injured a person and was sentenced to four years and eight months of imprisonment. Since 24 February 2012 he has been detained in Soroca Prison No. 6.
According to the applicant, he has been detained with smoking inmates in a cell with no ventilation system and damp walls. He submitted that the cell was overcrowded and was infested with vermin. The toilet was not separated from the rest of the cell. The applicant also claimed that he did not receive food of a sufficient quality and quantity.
The applicant complained about inhuman conditions of detention to the Prosecutor ’ s Office, the Ombudsman and the Penitentiary Department.
On 13 August 2012 and then on 22 February 2013 the Soroca Prosecutor ’ s Office replied to the applicant and acknowledged that the majority of his allegations were true.
COMPLAINT
The applicant complains under Article 3 of the Convention that he has been held in inhuman and degrading conditions of detention.
