The application concerns allegations of unlawful detention of the second applicant by authorities of the so-called Lugansk People ’ s Republic and alleged ill–treatment to which he has been subjected.

2. Do the facts to which the applicants refer constitute violations of Articles 3 and 5 § 1 of the Convention?
