QUESTION

Has there been a violation of Article 3 of the Convention? In particular, do the sanctions applied to the two police officers and the reasoning of the domestic courts amount to impunity under that provision and do they ensure the preventive effect of legislation aimed at preventing ill-treatment (see, for instance, Pădureţ v. Moldova , no. 33134/03, § 70, 5 January 2010)?
