QUESTION

Regard being had to the parties ’ submissions received by the Court, the Government are requested to provide an answer to question 4 contained in the Statement of the facts of the application and Questions to the parties appended to the Court ’ s letter of 15 November 2016. In particular, the question reads as follows:

As regards the authorities ’ decision invalidating the applicant ’ s Russian passport, has there been an interference with the applicant ’ s right to respect for he private life, within the meaning of Article 8 § 1 of the Convention?

If so, was that interference in accordance with the law and necessary in terms of Article 8 § 2?
