Did the applicant have a fair hearing in the determination of her civil rights, in accordance with Article 6 § 1 of the Convention? In particular, did she have an effective opportunity to participate in the proceedings concerning her request that further diagnoses of her medical condition be recognized as work-related injuries and that she be awarded the related health insurance benefits, as well as in the proceedings by which her sick ‑ leave payment was terminated on 4 March 2011, and was the principle of equality of arms respected with regard to the commissioning and obtaining of the relevant expert reports?
