SUBJECT MATTER OF THE CASE

The application concerns the domestic authorities ’ decision to restrict the applicant ’ s right to contact with two of his children that are in foster care, to once yearly for three hours.

The applicant submits that the above entails an unnecessary interference with his right to respect for family life under Article 8 of the Convention.

QUESTION TO THE PARTIES

Has there been a violation of the applicant ’ s right to respect for his family life contrary to Article 8 of the Convention, through the authorities ’ decision to limit the applicant ’ s right to contact with his children in foster care to once yearly for three hours (see, for example, K. and T. v. Finland [GC], no. 25702/94, ECHR 2001 ‑ VII)?
