SUBJECT MATTER OF THE CASE
Under Article 3 the applicant, who suffers from a psychiatric condition, complains about the brutal conduct of the police and/or the ambulance staff, attempting to manage her situation in an incident occurring on 20 July 2017. Due to the allegedly unjustified use of force, her arm broke. The applicant ’ s mother laid charges of ill-treatment against the police, but the Investigation Office discontinued the proceedings concluding that the measures were lawful and proportionate in the situation in question. Following the applicant ’ s complaint, the Chief Public Prosecutor ’ s Office confirmed the decision on 4 June 2018, which fact in the applicant ’ s view reflects the inadequacy of the investigation.
