STATEMENT OF FACTS
The applicant in the first case, Mr Sergey Viktorovich Zhigayev , is a Russian national, who was born in 1961 and lives in Moscow. He is represented before the Court by Mr I. Potapov , a lawyer practising in Moscow.
The applicant in the second case, Mr Ivan Alekseyevich Pugin , is a Russian national, who was born in 1988 and lives in Arkhangelsk.
The circumstances of the case s
The facts of the case s , as submitted by the applicants, may be summarised as follows.
The applicants were found liable for an administrative offence of drunk driving. The court imposed on them a monetary fine in the amount of 30,000 Russian roubles and suspended temporarily their driving licenses. The details pertaining to each application are summed up in the Appendix below.
COMPLAINTS
The applicants complain under Article 6 § 1 of the Convention that the courts which considered their cases were not impartial.
