HIV blood test at start of active military service without prior notice: communicated

On his recruitment to the French Navy in 1995, the applicant underwent a blood test for the HIV virus without being informed beforehand or subsequently.

Having discovere d this by chance in 2008 he unsuccessfully sought compensation for a lack of information and consent as to the test carried out. His application also raises the question of the protection of personal data.
