DECISION

Application no . 49989/15 Romulus-Paul URBANOVICI against Romania

The European Court of Human Rights (Fourth Section), sitting on 1 December 2016 as a Committee composed of:

Vincent A. De Gaetano, President, Egidijus Kūris , Gabriele Kucsko-Stadlmayer , judges,

and Hasan Bakırcı, Deputy Section Registrar,

Having regard to the above application lodged on 26 October 2015 ,

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The applicant, Mr Romulu s- Paul Urbanovici , was born in 1989.

He was represented before the Court by Ms I.M. Peter, a lawyer practising in București.

The applicant ’ s complaints under Article 3 of the Convention concerning the inadequate conditions of detention were communicated to the Romanian Government (“the Government”) .

On 22 September 2016 the applicant informed the Registry that he wanted to withdraw the application lodged by his representative since it did not reflect the complaints he intended to submit to the Court.

THE LAW

In the light of the foregoing, and in the absence of any special circumstances regarding respect for the rights guaranteed by the Convention and the Protocols thereto, the Court, in accordance with Article 37 § 1 (a) of the Convention, considers that it is no longer justified to continue the examination of the application.

Accordingly, the case should be struck out of the list.

For these reasons, the Court, unanimously,

Decides to strike the application out of its list of cases.
